Mike Conway has provided an excellent
answer
to the first part of your question. As for the second part of your
question, I assume you are asking about preventing an eruption. I know of
no attempts to release the tremendous forces associated with volcanic eruptions in a controlled, non-violent
way. the best we can do is remove people from harm's way and let nature
take its course. In some cases barriers and bombs have been used to
prevent lava from burying towns.
