Good question. The first city to come to mind is Kagoshima City in Japan which is six miles from Sakurajima. Sakurajima is one of the world's most active volcanoes and small amounts of ash from the eruptions often lightly dust the city. Other contenders might be Naples at the base of Vesuvius and Catania at the base of Etna. Other very active volcanoes, like Kilauea and Erta Ale, are in fairly remote areas, far from major cities.
