What are the likely effects to a city if a dormant volcano erupts in a harbour of a major city? How would civil defense need to prepare its citizens in the likelihood of an eruption?

Dear Jackie,

This sounds a lot like question 9 in Volcanoes of other Regions (Australia) in Ask a Volcanologist.

Possible effects include earthquakes, tsunami, pyroclastic flows, and/or tephra fall.

Civil defense could help to prepare citizens by assessing volcanic hazards and publishing their findings, educating the public, and planning for potential eruption scenarios.

You might have a look at the description of the Rabaul eruption in Vurrent Eruptions and Activity in VolcanoWorld.

I recommend you contact the New Zealand Ministry of Civil Defense
